Yes, you can walk there. Park your car next to the Benagil beach and walk along the coast east direction. However, you can only see the beach and cave from above this way. It's also wonderful.
Can you still go into Benagil Cave?
As of August 13, 2024, visitors will no longer be allowed to disembark onto the beach inside the Benagil Cave or swim into it. This rule applies to all visitors, whether arriving by boat, kayak, or any other means.

No, you can't. For safety reasons, swimming to the Benagil cave is now completely prohibited (even with the use of flotation aids such as buoys or bodyboards). Swimmers and other transgressors can be fined upwards of EUR 2000, or even more, depending on the specific situation.
